Sandia Day Security Plan
September 11, 1999

1.0 PURPOSE
- All Sandia Family Day hosts,
family members, and guests must follow Sandia's Family Day security
procedures. This plan specifies implementation of Sandia's Family Day
security procedures in order to ensure that classified, unclassified
controlled information, and government property is safeguarded against
loss, damage, or compromise.
- Hosts should review the
security and safety requirements with guests and family members before
entering the Sandia California facility.
2.0 GENERAL
- Sandia Day will be held
at Sandia National Laboratories in Livermore, California (SNL/CA), on
September 11, 1999 from 9:00 am to 4:00 pm.
- No classified operations
will be conducted at SNL/CA on Family Day. There will be no opening
of classified repositories (vaults, VTRs, safes, tabfiles) during Family
Day. Infractions will be issued. At no time will family members or guests
be allowed to have access to Classified Matter or Unclassified Controlled
Information.
- All buildings will be unlocked
as they would be during on a normal working day. Restricted areas or
buildings will need to be clearly marked by the owners. This will identify
these areas to hosts and guests not familiar with the site configuration.
- Hosts must escort all guests
through entry points into the facility (Perimeter gates 1, 3, 12, 14,
and 17).
- In the Limited/Classified
Areas guests are required to have an escort with them at all times.
- All Foreign National guests
or family members are required to have an Escort at all times within
the Property Protection Areas.
- The Property Protection
Area (PPA) will be open to family members and guests escorting of USA
citizens will not be required. Due to safety and security concerns all
visitors under the age of 15 will be required to have a host escorting
them at all times within the facility.
- Remember Uncleared
need to be escorted at all time within the Classified/Limited Areas.
Foreign Nationals will not be allowed into Classified/Limited Areas
without DOE approval.
- Security Posts will be activated
and manned by Security Police Officers from 8:00 am to 4:30 pm. Badge
Booths and Turnstiles will not be accessible 8:00 am to 4:00 pm. If
at anytime key service is needed into an area contact the Central Alarm
Station 4-2300.
- A VIP tour is scheduled
for the afternoon (1:00-400) on September 10, 1999 and will consist
of various selected locations on site. Each selected site will be cleared
of all classified and sensitive matter. Managers of the selected areas
will insure that classified and sensitive materials are secured. No
classsifed activities will take place immediately prior to or during
the VIP tour.
3.0 ACCESS CONTROL
- All individuals who possess
a DOE standard badge or Sandia/CA site specific badge are authorized
to attend Family Day.
- All hosts are required to
wear their issued badge. The Visitor Control will be closed, individuals
who forget their security badges will not be able to obtain a replacement.
- The following personnel
will be permitted to host up to eight family members and/or guests:
- SNL active employees
- SNL/CA active contractors
- SNL/CA retirees
(prior approval of guest registration required)
- Hosting by Foreign
Nationals will not be allowed.
- Hosts will be permitted
to escort the following family members and guests:
- Spouses and children
- Parents and grandparents
- Siblings
- In-laws
- Aunts and uncles
- Nieces and nephews
- Unrelated guests
- A limit of eight uncleared
visitors will be allowed for each host/escort.
- All visitors will be required
to wear the Sandia Day button provided prior to entry. These buttons
must be worn at all times and once issued, will permit entrance to SNL/
CA.
- Each host will fill out
a guest registration form listing the names of family members and guests
that they intend to invite. This form must be filled out and submitted
to Visitor Control. A copy of the approved registration and Family Day
buttons will be provided to the host prior to Family Day. The host must
bring the original guest list form and, if required, an approved copy
of the Foreign National Access form on the day of the event and present
them at the entrance points. The forms will be collected and delivered
to the Visitor Control.
- Submission of the registration form will certify
that they accept full responsibility for assuring their guests will not bring prohibited articles
(Cameras, tape players, audio and/or video recording or transmitting devices, weapons, explosives,
intoxicants, illegal drugs) into the Classified/Limited Areas and the Property Protection Areas.
Handcarried items will be subject to inspections/searches in accordance with DOE Orders.
- Cameras will be allowed
in the parking lot areas to take photographs.
- Uncleared SNL/CA hosts must
wear their badge and will require a guest button and an escort when
entering a classified/limited area.
- Pets will not be allowed.
4.0 FOREIGN NATIONALS
- USA citizen Sandia employees
or contractors must act as a host for Foreign employees guests,
ensure completion of the appropriate paperwork and comply with all DOE
and Sandia Foreign National Requirements.
- All those hosting Foreign
National citizens must complete a FAMILY DAY REQUEST FOR FOREIGN VISITOR.
This form will be submitted to the Visitor Control no later than August
6, 1999.
- Sensitive country foreign
national citizens will not be authorized into the Limited Areas. Background
checks must be complete for sensitive country foreign national access
to Sandia Day festivities before final approval will be given.
- Obtain Host, Manager, and
Director Approval. The Foreign Visits and Assignments Office will collect
all requests for approval and submit them to the Vice-President, Executive
VP (if required) and DOE for final approval after verification of all
information.
- The host will be provided
a copy of the final approval for their Foreign National guests. This
must be provided at the entrance point on the day of the event. The
forms will be collected at the conclusion of the event.
- Records of foreign nationals
will be maintained by SNL/CA and a copy forwarded to DOE.
- Foreign National family
members or quests will be provided a different style of the Sandia Family
Day button to be worn while on site and must be escorted at all times.
5.0 ESCORTING
- All guests must be escorted
into the PPA and Classified/Limited Areas through the entrance points.
Once inside the PPA escorting of guests and family members who are US
citizens, 15 years or older, will not be required. All Foreign National
family members and guests are required have an escort with them at all
times while inside the Property Protection Area and Classified Limited
Area if authorization has been granted for access.
- Each cleared host must escort
his/her family members and guests at all times when inside the Classified/Limited
Area and they must enter and exit these areas together. If a visitor
wants to leave the area before the host, the host must accompany him/her
to the gate with the group.
- Hosts must be aware of their
responsibilities of when they are required to be an escort during Family
Day. Individuals being escorted on Family Day will be required to be
with their escort at all times when inside the Classified Limited Area.
- Any family member or guest
found in an unauthorized area may be denied access to the site for the
remainder of Family Day and the host may be issued an infraction.
6.0 OPSEC
- Because we live in a free
and open society, where information on almost everything is readily
accessible, we tend to be oblivious to the dangers of openly discussing
or disposing of sensitive information or disseminating unclassified
information that we think might be helpful or interesting to a "friend".
What we may not realize is that all of these bits of unclassified information
can fit together to form a complete picture, thus giving away our country's
most prized information.
- Any department that will
be having a display for Family Day is required to schedule an OPSEC
review by Winalee Carter and Trent Olaveson. The OPSEC reviews will
start Tuesday, September 7.
- On Friday, September 10,
all personnel will complete an OPSEC review of their work areas prior
to leaving for the weekend.

- Financial or purchasing
documents
- Travel documents
- Distribution lists
- Position or "job" announcements
- Blueprints or drawings
- Shipping and receiving
documents
- Personal information
- All types of UCI (Unclassified
Controlled Information)

7.0 PHYSICAL SECURITY
- A sufficient number of protective
force personnel, as well as other security supervisors, will be on duty.
The alarm consoles at the Central Alarm Station (CAS) will be manned
to monitor alarms set in the secure mode.
- Perimeter gates 1, 3, 12,
14, and 17 will be opened for Sandia Day and staffed by SPOs.
- East Avenue pedestrian gate
#1 (by the CRF) will be secured September 11 1999.
- On Saturday at 0800am-4:30pm
the Protective Force will secure and disable access through turnstiles
and badge booths. The site will only be accessible through staffed gates.
- All family members and guest
will need to have a host with an appropriate clearance to escort them
into all Limited areas.
- Government vehicles inside
of the Classified/Limited Area will not be permitted to be in operation,
with the exception of Security, Maintenance, and emergency vehicles
unless approval has been granted by the Security Department.
- On Friday September 10,
1999 at 3:00 PM all areas within buildings will be secured and the occupants
of the buildings will insure that all classified and sensitive unclassified
matter is secure. All classified repositories will remain secured by
the responsible line organization and shall not be opened until Sandia
Day activities are completed.
- SPO's will conduct 100%
physical security sweeps during the evening and night before to ensure
that all classified matter has been secured. At the conclusion of the
event, a 100% sweep will be conducted to ensure that no unauthorized
person(s) remains and all classified matter remained secure.
- Both walking and vehicle
patrols will respond to emergencies and to alarms at secured locations
and provide public assistance
8.0 COMPUTER SECURITY
- No classified computers
or networks will be operational during Sandia Day.
- Family members and guests
are not authorized to access SNL/CA computer equipment unless it is
used for a public display. Sensitive unclassified systems will need
to be protected to prevent unauthorized access. All computers connected
to the RAN in the Property Protection Areas will need to be password
protected.
- Systems authorized for continuous
operation should be placed off limits to prevent tampering.
- No home software or hardware
will be brought on site for Sandia Day activities. Also, no Sandia-owned
software will be copied or shared.
- Software, media, cables,
and other hardware items not in use, such as laptops, calculators, personal
items, etc., should be stored in desks, cabinets, or locked offices.
- For Sandia Day only, games
supplied by vendors of Sandia-approved software may be made accessible
and may be operational on unclassified non-sensitive computer systems
and networks. No purchases of games will be made for Sandia Day observance.
